Dear Dr. Stone:

	Enclosed belatedly is the copy of the report of our interaction
with the Soviets in connection with Lerner's participation in
our meeting.

	I found your doubts about the right of persons to emigrate
from their own countries extremely depressing, because it confirmed
my fears that the intellectual community is losing
its devotion to individual rights.  It would be
interesting, however, to see if there is a correlation between a person
holding this view and his views on apparently unrelated issues
like nuclear energy.
